Economic empowerment is highly demanded looking at gross development only can be possible through income generation activities of farming community, either by producing more with less input cost or by crop intensification and diversified cropping practices. For that matter Food and water security and enterprise have become an important agenda of government. This is only component that caters directly to fulfill to other  cross sector components (nutrition, health, sanitation, gender, social, economical and environmental sustainability) followed by developing safety nets & empowerment at community. Despite fiscal melt-down, climate change and variability, food and water security is the top most priority around the globe and south Asia that needs a broad based partnership as  SDGs envisages.Further, Climate Change induced vulnerability each day seems to bring more uncertainty, there are a few things we can say with confidence with regard to resource regeneration especially water, land, forest, energy that lead to resilience:

  1. With growing populations and more-frequent climate disasters, the need for resilience has never been more urgent. While the challenges are constantly evolving, the answer remains the same: Resilience won't just help us survive; it will allow us to emerge stronger than before.
  2. To truly build resilience takes a networked approach — people working together across silos and sectors

There is great opportunity to double the farmer’s income in order to utilizing ecologically sensitive indigenous and alternative methods for land & water utilization, rejuvenation followed by adoption green energy, biomass conservation can help to achieve important prerequisites for environmental sustainability & livelihoods empowerment on enterprising mode. This is possible with sustained catalization with :

  • Good Convergence & Broad Based Partnership with community and multiple stakeholders  towards Demonstrating Community-based Rural Livelihoods enhancing income  linking Water-Energy-Ecology-Empowerment project  and
  • to Reduce drudgery, health hazards and promotion sustainable livelihoods,
  • To Empower community youths and women towards self resilient towards gearing greening and   green energy and promote Eco-prenures  for good income and self dignity

Major Activities:

  • Micro- irrigation structures
  • Agri- Inputs(Agri-Horti-Livestosk &fishery)
  •  Productivity  & Agri-Business, Entrepreneurship
  • Training & capacity building, CRP promotion
  • Organic fertilizer ,Technology adoption

Area of Operation: This proposal has focused primarily Dasapalla ,Nuagaon  and  odagaon blocks  of  Nayagarh district .these   blocks are  hilly tribal, scheduled caste and BPL concentrated areas with high  drought prone  areas. This area  has  considered as moderately food insecure and severely insecure districts due rain shadow areas. Due to erratic rain drought are affecting every year. Looking at global climate change more vulnerability will be witnessed as it is reported.  There are enormous opportunity of tapping the rain water from perennial and semi perennial streams. Lands are highly undulatedThere are challenges for using untapped perennial streams, un-bonded flat lands, unused-human resources. Major challenge is poor, vulnerable tribal families. But their indigenous know-how  on water harvesting in ponds, tanks, diversion of water is as an opportunity to take it forward for taking additional investments towards enhancing production. Hence community led micro-projects focusing Diversion Based Irrigations as an opportunity would accelerate production, productivity, protection and regeneration of natural resources and enhance agro-ecology-enterprise–entrepreneurship simultaneously address adverse impact of distress migration and distress sale. The project would create sustainable productive assets and bring in evidence based benefits linking with FPO  for undertaking marketing of produces .  Following are impacts to be envisaged as mentioned.

  • Income from Agriculture lands will be enhanced;
  • Un-bonded  lands will  be used for cultivation, cropping are increased;
  • Conservation  and protection of forest will be accelerated;
  • Organic   farming encouraged, safety nets promoted;
  • Forest, lands will be protected from further degradation,  percolated down ,well recharged;
  • Few gravity Flow irrigation will be encouraged and ensured;
  • Accelerate community engagement and employment with sustained engagement with PRIs ;
  • Opportunity to leverage resources for add on activities
  • Opportunity for distressed migrants and reduced drudgery;
  • Local food basket will be enhanced;
  • Local market, community bargain will be  developed;
  • Self-esteem, self-confidence will be  developed;
  • Community cohesion and safety nets grown;
  • Community Resource persons promoted
  • Resource integration from GO-NGOs- community-PRIs.

 Proposal Justification: Doubling the farmers income possible only to best use of water, land and crop diversity but looking at global climate change there are lot of eventualities. But it can be possible to address amicably and to prevent loss with an appropriate action. But leak proof is also another parameter that can help farmer to raise income; Water Use, Fertilizer use, seed use, crop loss during & after harvest, loss due to minimum health care, loss due to appropriate technology. further following are the basic thing to enhance income at farmers level:

  • Accelerating production linking with existing resource use
  • Reducing the production cost using technology and knowledge transformation
  • Developing productive assets with protection, conservation and creation
  • Promoting market base with added skill and entrepreneurships
  • Institutionalization of market out lets
  • Creating space for mitigating risks  like climate induced disaster& insurance

Doubling farmer’s income is an important to economic empowerment that is base for a sustainable livelihood security approach that assumes immense importance in reducing vulnerability of the rural mass. The livelihood approach encompasses means of entitlement and control over the resources along with sustainable utilization and management of the resources i.e. wise water, land and cropping and marketing of products. It comprises of capabilities, assets creation and access and activities required for a means which can cope with and recover from stress and shocks maintain or enhance its capabilities and assets, and provide sustainable livelihood opportunities. It contributes net benefits to other livelihoods at the local and global level in the long and short term.The idea of doubling income along with sustained livelihood embodies three fundamental attributes; possession of human capabilities (such as education, skills, health, sanitation& psychological orientation); access to tangible and intangible assets like land, water and forest; and the existence of economic activities like marketing of products. Again, it is felt that resources can’t not be preserved, protected or kept for further use unless appropriate and viable alternative livelihood options are created at micro level in contiguous nature with wise investment.Therefore, the emphasis should be on understanding the needs of vulnerable and marginalised population and promote judicious use of resources to meet the needs in order to improve their livelihood condition. Food, water and livelihood security status derived from various sources of the household and the individual should be on the basis of pro-poor initiatives and avenues. There ought to be a social perspective focusing on the enhancement of people’s capabilities to institutionalize and secure their own livelihood keeping reserve for future generations with added income.
